The film follows the same general plot and character arcs as the 2003 film, but the first, third and seventh acts contain standalone plots in addition to common story arcs. In addition, an eighth act involving film reviewer Quentin Richardson was incorporated.
Plot centres on Kenji (played by Simon Helberg), an undercover MI7 agent who flees the United Kingdom after the events in the first film. He operates out of a safe house in the Chinese Hong Kong Special Administrative Region and supports the fictional Shanghai branch of MI7. Kenji supports the role of his new best friend and fellow MI7 agent, Simon Ambrose (Thomas Kretschmann), a German whose family was killed in the Holocaust. Further supporting characters include the manager of Kenji’s safe house, Loreen (who was revealed to be a supporting character in the third act of the 2003 film), and Kenji’s adopted sister Gina (Inez Safron).
Simon Ambrose is Kenji’s best friend and fellow MI7 agent, while the character of Patch Quartermain is introduced as a reunion with actor Freddie Jones, who portrays Quartermain in the first two films. The romantic interest of Kenji, played by Anna Friel, was not resolved in the first film. The storylines involving Kenji, Simon, and Mic are incorporated into other parts of the action: Kenji helps Simon to contact his estranged father and flee Hong Kong with Annelise (Minnie Driver), the love interest of Kenji’s nanny Cindie; Simon helps Kenji to restore a stolen picture of his foster mother Loreen (a supporting character in the first film) to a box that belongs to his mother; and Mic is simply a distraction.
The film features several action sequences in support of the story. This time, Atkinson’s character is a stunt driver with a mouth like a jackhammer, called Squeak. When Chischenko is about to be murdered during an action sequence, Kenji jumps out of a hotel window and rescues him. Kenji then frees the hostages by using the square-shaped palm of his hand to crush the detonators of a bomb planted behind a box.
