If you have access to Photoshop then you could use the “Text Shadow” filter.
To do this, you have to make sure the text you want to apply the shadow to is selected and then go to Filter > Distort > Shadow…
You can play with the settings of this filter or simply choose “Keep Transform” and then “Apply Filters” to have the effects applied to the document.

Your logic is right, but do_action() will always output the text into the wp-admin/index.php file (or the appropriate file for your theme).
Your solution is to put the the code in a function, and then call that function in your do_action().
